Evans <br />Acting Director, ewes <br /> <br />TO: <br /> <br />Colorado Water Conservation Board Members <br /> <br />FROM: <br /> <br />Terry Moulton, Water Conservation Planner <br />Interstate Stream Investigations 5 ~,l r\ <br /> <br />DATE: October 27,1998 <br /> <br />SUBJECT: Agenda Item 30, November 23-24,1998, Board Meeting <br />Interstate Stream Investigations <br />Bureau of Reclamation Cooperative Agreement for Development <br />of Water Management and Conservation Plans Status Report <br /> <br />INTRODUCTION <br />The attached status report that follows consists of a summary of the CWCB's <br />partnership with Reclamation and a list of the actions completed since the <br />beginning of the fiscal year, July 1, 1998, and the status of the program as of <br />October 27,1998. <br /> <br />BACKGROUND. <br />The Cooperative Agreement between the Colorado Water Conservation Board <br />and the Bureau of Reclamation area offices provides state assistance in the <br />development of water conservation plans by Reclamation project contractors. <br /> <br />The goal of the Agreement is to bring Reclamation contractors into compliance <br />with federal regulations requiring water conservation plans without duplicating <br />current state requirements for water conservation planning. <br /> <br />The Agreement commenced on October 1, 1997. The Agreement will be <br />completed on or before October 1, 2002. <br /> <br />PLANNED SERVICES. <br />Colorado Water Conservation Board staff will work directly with Reclamation area <br />office staff to: review water conservation plan requirements for both Reclamation <br />and the State of Colorado; develop a process for providing coordination between <br />the three area offices and the State, develop an implementation monitoring <br />process; develop a process for providing assistance to districts and other water <br />users; develop a process for reviewing and evaluating plans as needed; develop <br />a database program that will fulfill the requirements of the contractual agreement <br />and provide useful information on water conservation planning for present and <br />future use. <br />
