Bureau of Reclamation Cooperative Agreement for Development
of Water Management and Conservation Plans Status Report

INTRODUCTION
The attached status report that follows consists of a summary of the CWCB's
partnership with Reclamation and a list of the actions completed since the
beginning of the fiscal year, July 1, 1998, and the status of the program as of
October 27,1998.

BACKGROUND.
The Cooperative Agreement between the Colorado Water Conservation Board
and the Bureau of Reclamation area offices provides state assistance in the
development of water conservation plans by Reclamation project contractors.

The goal of the Agreement is to bring Reclamation contractors into compliance
with federal regulations requiring water conservation plans without duplicating
current state requirements for water conservation planning.

The Agreement commenced on October 1, 1997. The Agreement will be
completed on or before October 1, 2002.

PLANNED SERVICES.
Colorado Water Conservation Board staff will work directly with Reclamation area
office staff to: review water conservation plan requirements for both Reclamation
and the State of Colorado; develop a process for providing coordination between
the three area offices and the State, develop an implementation monitoring
process; develop a process for providing assistance to districts and other water
users; develop a process for reviewing and evaluating plans as needed; develop
a database program that will fulfill the requirements of the contractual agreement
and provide useful information on water conservation planning for present and
future use.
