2. Approval of Minutes

Action: There were no corrections to the minutes. A motion was made by David Smith to
approve these minutes. The motion was seconded by Alan Hamel and was
approved unanimously (9-0).

3. Directors' Reports - CWCB, DOW, SEO, AG,

Action: Reports from CWCB, SEO, and DOW were heard. The items from the AGs
office would be given during the Executive Session. A verbal report by Dan
Law of the Colorado Water Resources Power and Development Authority
was given. David Harrison (?) made a motion that the Board accept the
Resolution on Reclamation Reform Act/Conservation Guidelines. The
motion was seconded by Ray Werner and approved unanimously (9-0).

4. Floodplain Designation Approvals and Standards

4a. Approval of the Designation Procedure/Standards for Approximate Floodplains
(Groups III and IV)

Action: A motion was made by Eric Kuhn that the Board accept the staff recommendation to
approve the regional regression methodology described in the memorandum
as suitable for Board approval and designation of 100-year floodplain
information that is prepared using the methodology, to authorize the Board
staff and the CWCB Hydrology Advisory Committee to proceed with the
preparation of the Guidelines and to approve the proposed order of study for
Colorado's river basins, with the Arkansas, South Platte and Republican
River basins as first study priorities. The motion was seconded by Ray
Werner and approved unanimously (9-0).

4b. 45 Day Notice for the Review and Approval of the Approximate Floodplains as
Delineated in the Report entitled "Floodplain Information Report, Volumes I, II, III,
and IV, for the Colorado, Gunnison, White, and Yampa Rivers, Dated March, 1995."

Action: A motion was made by Eric Kuhn that the Board accept the staff recommendation to
notify all of the affected local governments, as listed in the Board
memorandum, of its intent to consider all approval and designation as
approximate 100-year floodplains the information presented in subject study,
and to direct the staff to prepare letters of notification of the proposed
designation and approval action on behalf of the Chair of the Board, such
letter to be mailed no less than 45 days prior to the July 1995 Board meeting
to the affected local governments, as listed in this Board memorandum, with
the exception that Chuck Lile be authorized to sign for the Chair. The
motion was seconded by Ray Werner and approved unanimously (9-0).
