You must get this <br />picture. When we asked for funds, the <br />program was set up some time in advance. <br />There may be a few changes after the <br />actual appropriations are made but when <br />the program was originally set cup we were <br />in agreement." <br /> <br />"It is necessary before you can con- <br />sider a project seriously to have the <br />approval of this Board.
