A motion was made by <br />Patricia Wells that the Board authorize Acting Director Peter Evans to send <br />a letter to our delegation and the Congress stating that the Board prefers that <br />the final version of the ALP project allows Colorado to ensure its share of <br />5,200 AF of the 6,000 AF offuture depletions is available for future use <br />within the San Juan System within Colorado, and that it is made available to <br />the non-Indian community. The motion was seconded by Bill Brown (?) <br />and approved unanimously (8-0). <br /> <br />18j. Colorado River Basin Issues - Instream Flow Recommendations - IS-Mile Reach <br />and Yampa <br />Tape 4, Start/Stop: 0862 - 3660 <br /> <br />Action: <br /> <br />A motion was made by Greg Walcher that the Board withdraw all 4 <br />applications (the base flow and recovery flow filings on the Yampa and <br />Colorado Rivers); that the Board immediately reiterate to the Fish and <br />Wildlife Service by letter the Board's strong commitment to protecting <br />flows for the endangered fish; and that the Board defer judgment on what <br />kind of a flow ought to be filed until it receives better information from the <br />biological opinion from the U.S. Fish and Wildlife Service on the role of <br />base flows and recovery flows in the RIPRAP. The motion was seconded <br />by Eric Kuhn, but was not passed (2-7). A new motion was made by Janice <br />Sheftel that: 1) the Board withdraw the recovery flow applications for both <br />the Yampa and the Colorado; 2) that it maintain its applications for the base <br />flows for both the Yampa and Colorado; 3) that the staffbe instructed to <br />conduct further investigation as to the independent utility of the base flow <br />filings and the amount previously filed for and evaluate whether the amounts <br />need to be modified in terms of the Biological Opinion, water availability, <br /> <br />Minutes January 27-28,1999 <br />Page 12 <br /> <br />e <br />
