Call to Order

8:00 a.m.

A regular meeting of the Colorado Water Conservation Board was held in
the Ballroom at the Holiday Inn Northglenn, 10 East 120th Avenue,
Northglenn, CO 80233. The meeting was called to order at 8:00 a.m. on
Wednesday, January 27,1999, by Chairperson Allen Davey. Nine voting
members were present at the time of call to order so there was a quorum (at
least six required). Board members present on this date were Patricia Wells,
Janice Sheftel, David Smith, Ray Werner, Bob Burr, Alan Hamel, Eric
Kuhn, Allen Davey, Bill Brown, Greg Walcher, State Engineer Hal
Simpson, Felicity Hannay (representing the Attorney General) (alternating
with Ken Salazar, Attorney General), Bruce McCloskey (representing the
Division of Wildlife Director) and CWCB Acting Director Peter Evans.2

Note:

While many agenda items were taken out of order due to attendee convenience, these
minutes are listed in agenda item order for easier reference.

Review and Approval of Agenda and Next Meeting Dates

Action: There were several additions to the agenda, which were noticed in
the "Added/Deleted Agenda Item Notice" from January 23,1999,
Withdrawn items were 7b, 8a (IV) and (v), 13c, 18h. 12d was moved to
