Water Supply Planning and Finance Section - New Project Loans
Riverside Irrigation District - Water Rights Purchase

Introduction

The Riverside Irrigation District (RID) is applying for a $1,450,000 loan from the Severance Tax Trust
Fund Perpetual Base Account, for permanent financing for the acquisition of 46 Private Rights in the
Riverside Reservoir and Land Company (RRLC), (One Private Right = 4 shares of RRLC,) The
estimated total cost of the project is $1,638,000, Please see the attached Project Data Sheet

The RID service area is located primarily in Morgan County on the north side of the South Platte
River, beginning about 18 miles west of Fort Morgan and extending to about 18 miles east of Fort
Morgan. RID water is tied to 22,494 acres of specific irrigated lands in the District, owned by 147
different farm operations, The water is typically used to irrigate corn, alfalfa, beans, and sugar
beets, RID diverts direct flow water for the farms under a 1907 priority (417 cfs), but this right is
very junior and RID relies primarily on storage water in Riverside Reservoir, owned by RID's "sister"
company RRLC, Riverside Reservoir is located outside of the District in Weld County, RRLC
owns and operates the Riverside Inlet Canal, diverting water into the reservoir, and the reservoir
itself, RID owns and operates the Riverside Outlet Canal and the 90-mile long Riverside Service
Canal delivering water to users, In addition, RID uses Vancil Reservoir, a smaller reservoir located
toward the end of the system in eastern Morgan County having a 1986 priority, to provide water
storage, RID farms also use, on a limited basis, alluvial wells for additional water on their farms,
The requirement for augmentation of these wells has caused RID to pursue numerous recharge
decrees, Recharge ponds have been created all along the Riverside system with various priority
dates, RID is in the process of obtaining a court decreed augmentation plan utilizing the recharge
generated to cover their well depletions, Approximately 100 wells are covered by the plan,

Riverside Reservoir - Riverside Reservoir is an off-stream reservoir constructed in 1902, RRLC
has a right to store 63,300 AF, and can fill Riverside Reservoir under two different decrees (1902
