This would be a preliminary <br />step to possible initiation of compact negotiations sometime in the future. <br />The directcr's report was supplemented by further statements made by Jean S. <br />Breitenstein and George A. PuGhe. <br /> <br />The direotor tr,en reported en the matte'r of compact negotiations between <br />Colorado and Wyoming over the waters of the Little Snake River. Here again <br />it was explained that these negotiations should not be initiated ~~til after <br />the comprehensive report of the Bureau of Reclamation for the Colorado River <br />Basin was made available. Be further pointed out that heretofore he had been <br />appointed bv the Governor, with the consent of the Board, to act as compact <br />c~missione~ for Coloradc on the Little Snake hiver and recow~ended that <br />another cormnissioner, who ,,'ould more directly represent the water users and <br />interested individuals a~d groups within the Little ~nake area, should be <br />appoirlted to aot 'idth nin:. He accordingly suggested that Governor Vivian be <br />requested to appoint 1~. George A. Pug he as a second member of the Little <br />Snake Compact commission for Colorado. <br /> <br />Tter8U~C~ it was ~oved by Mr. Bailey and seconded by <br />Mr. Dutcher that the Governor be requested to appoint George <br />A. Pughe as an addi ti ana] C:olorado compact commissioner for <br />the -purpose 0:2 negotiating a compact 1.-\'ith W~loming over the <br />lNaters of the Little Snake River, an interstate stream. <br /> <br />Upon vete bein~ taken, the motion was unaninously <br />carried and declared passed. <br /> <br />Mr. Breitenstein, attorney for "the Board, was called upon to report on <br />the status of the North Platte case. Mr. Breitenstein pointed out that ef- <br />forts had been made 'by attorneys representinl' the' litir;ant states to agree <br />upon a form of decree for submissi on to the Supreme Court of the United <br />states. Such effort involved an interpretation of the opinion heretofore <br />rendered by the Court and the drafting of a decree satisfactory to all of the <br />parties, He explained that Nebraska had submitted a form of decree which <br />was net satisfactorJ" to the other states. The latter in general v:ere in <br />agreement upon the form of decree. <br /> <br />The director then exdained that he had sent to each member of the Board <br />a cepy of the proposed decree which was mentioned by Mr. Breitenstein. <br /> <br />Thereupon t~ere vas brcu?ht up fer consideration the approval of the <br />minutes of' tLe l'-eetir.,?: cf t~ie Board held on June 22-23, 1945- <br /> <br />It was noved by Judge O'Rourke and seconded by Ny. <br />Pughe that the ~Ilinutes of the meeting: of the Colorado <br />Water Conserva"tion Board. held June 22-23, 1945, be <br />a:?rroved as presented. <br /> <br />The motion was unanimously carried and declared <br />adcpted. <br /> <br />
