Associate General Counsel and Deputy General Counsel at the U.S. Environmental Protection
Agency..

Statewide Issues

Local Water Basin Planning & Fact Sheets: The first draft of our fact sheets for the
eight principal watersheds in Colorado are now available via the Internet. The fact sheets are
being prepared, in part, to respond to concerns expressed by Board members, Legislators and
water community leaders over the last several years that we should do more to support local
basin planning discussions. With these fact sheets, it should be relatively easy for Board
members, if they choose, to discuss future needs and priorities in community meetings within
their watersheds. Our staff is prepared to assist in anyway necessary.

Although these local basin-planning discussions should continue indefinitely (and
probably will), the Severance Tax Operational Account funding for this project is limited.
Therefore, we need to incorporate feedback frOIn each watershed into a "final" first set of fact
sheets this summer. If all goes well, the information collected during discussions in our
respective watersheds can also be used when the Board discusses potential revision of its long-
range plan, possibly beginning in late 2000. He served on the steering committee for the Governor's Agricultural Outlook
Forum from 1994 to 1998. Kraft received his bachelor's degree from ColoradQ State University.
Tai-Dan Hsu is the president of Pacific Westem Technologies, Ltd. Applic3-tions will be accepted until May 24. The current
DOW Director, John W. Mumma, announced his retirement, effective June 14. Greg Walcher
and the other Commission members plan to share the selection process with an array of
organizations. In addition to an exam process, DNR plans to empanel several different interview
teams so candidates will be interviewed by an array of interest group panels. The panels will
separately interview the candidates, then offer their advice to the Commission (including Greg),
who will collaborate on a final appointment. Greg says that panels will include environmental
and wildlife organizations, sportsmen, agricultural representatives, and local and state officials.

6

.

.

.
