William McDonald, Director <br /> <br />Agenda Item No.6, September 9, 1980 Board Meeting - <br />Review of Construction Fund porgram. <br /> <br />, <br />,INTRODUCTION <br />I <br /> <br />At its May 7, 1980 meeting, the Board directed the staff to review the <br />Board's criteria for selecting projects to be recommended to the General <br />~SSemblY for authorization and construction with monies appropriated to the <br />~oard's construction fund. In response to this request, the staff prepared <br />r memorandum setting forth the major issues concerning the criteria and process <br />used in the selection of projects. These issues were discussed by the Board at <br />its July 8, 1980 meeting in order that the staff would have the benefit of the <br />I <br />~oard's thoughts prior to formulating final recommendations. At its July 8, 1980 <br />feeting, the Board instructed the staff to prepare and present its recornmenda- <br />[ions at the September 9, 1980 Board meeting. <br /> <br />fACKGROUND <br /> <br /> <br />j with the exception of fiscal year 1978-1979, when appropriations to the <br />poard's construction fund were curtailed by the General Assembly, the Board has <br />!'ccepted applications for financial assistance from proposed project sponsors <br />n a first come first served basis. If a proposed project conformed with the <br />urposes expressed in the statutes and appeared to be feasible (from an economic <br />nd engineering point of view), the staff arranged for the conduct of a feasibility <br />tnVestigation of the proposed project in cooperation with the local sponsoring <br />ntity. If, after the completion of such an evaluation, the staff concluded that <br />he proposed project was feasible, it was submitted to the Board for approval or <br />, <br />~isapproval. <br /> <br />, <br />------. <br />
