CO 80111

Gen tlemen :

The Colorado Water Conservation Board wishes to inform you that
your letter of June 25, 1980 regarding minimum streamflow recommendations
On the COlorado River was received and read into the record at the Board's
July 8, 1980 meeting in Denver, Colorado.

We appreciate your efforts to bring to our attention your interest
in the subject stream segment. However, it must be emphasized that no
consideration was given to the land values to which you referred either by
the staff in making their recommendations or by the Board in their approval
of the recommendations.

The minimum streamflow recommendations which are presented to the
Board for their consideration are based solely upon hydrologic and biologic
investigations performed jointly by the Colorado Water Conservation Board,
the Colorado Division of Wildlife, and the Colorado Division of Parks and'
Outdoor Recreation. The purpose of these investigations is to determine
the flows which will "preserve the natural environment to a reasonable degree",
as per Senate Bill 97 (section 37-92-102, CRS 1973, as amended). Riparian
land values are not addressed in these investigations nor are they recognized
by the Constitution of the State of Colorado.
