<br />I <br /> <br />I <br /> <br />1719 <br /> <br />The principal one, The Tennessee Gas Trans- <br />mission, was very cooperative. They have <br />done everything we asked them to do and even <br />went a little farther than that. <br /> <br />MR. SPARKS: <br /> <br />I merely wanted to bring this up before <br />the Board Mr. Chairman, that we do have, <br />at present, a working agreement. Not under <br />this act - this act does not give us all this <br />authority - we have to tie in with the author- <br />ity of the Department of Health and the Oil <br />and Gas Commission wherein this law should <br />do the job, or keeping it, shall we say. We <br />can't do anything without a very cumbersome <br />composition that requires the time of the <br />Attorney General or his staff and it 1s very <br />awkward. <br /> <br />In regard to a study being made, I would <br />like to ask Larry - I don't recall - how the <br />studies which have been authorized and funds <br />provided for in conjunction with the G. S., <br />are progressing? They are making those studies, <br />I understand, and those may be more and more of <br />importance as time goes on. Mr. Mclaughlin, I <br />believe, stated that he would not be able to <br />spend any more than a certain amount of money, <br />even if he had it, because he didn't have the <br />technical staff to accomplish this job quickly <br />and tha~ he would progress and proceed with all <br />expediency with the people at his disposal. <br />Could you give us a little bit of light on what <br />they are doing?" <br /> <br />"Of course we started out with a very con- <br />servative program. The Board will recall, a <br />number of years ago this Board asked for some <br />funds to start a ground water investigation. <br />Those funds were vetoed. Thereafter a small <br />start was made to initiate this basic program. <br />We started out with $256000~ then $50LOOO and <br />we are now up to $75,00. ~he U. S. ~. S. staff <br />has been gradually increased to meet increased <br />appropriations. This year our appropriation is <br />$75,000. The United States government will put <br />in alike amount so we are spending $150,000 <br />this year on basic research. <br /> <br />Now that program, before you can come up <br />with any answers - Senator Oliver has already <br />stated why this previous committee on ground <br />
