SPARKS: <br /> <br />As is our custom, we are recording <br />all the minutes of this proceeding and <br />any of our guests who care to speak, will <br />you please use this microphone on my right <br />which has a long cord on it so that we may <br />record your remarks for posterity. <br /> <br />I'd like at this time to introduce to <br />the members of the Board and our guests, the <br />first Director of Natural Resources for the <br />State of Colorado, Dr. Clark. Dr. Clark, <br />will you please stand? We are delighted to <br />have you here with us and we are looking <br />forward to your solvipg with us many of the <br />problems that not only entail water but <br />other natural resources throughout the state. <br />We will be happy to cooperate with you and <br />any'of your staff in any way that we can." <br /> <br />I <br /> <br />"Thank you." <br /> <br />"The next item on the agenda is the ques- <br />tion 9f power transmission and marketing from <br />the Colorado River Storage Project. As you <br />will recall, at our meeting in Grand Junction, <br />we passed a resolution asking that the Colo- <br />rado Water Conservation Board be invited to <br />consult at an early date with the Bureau of <br />Reclamation in regard to the Colorado River <br />Storage power. . <br /> <br />I am glad to report that our resolution <br />was timely acted upon. Within two weeks Mr. <br />Sparks and members of his staff were invited <br />to a meeting and I would like the Director <br />now to summarize this." <br /> <br />"Gentlemen, I will use this relief ~p <br />of the Upper Colorado River Basin which was <br />furnished to the Governor by Region 4 of the <br />Bureau of Reclamation. <br /> <br />As you know, this Board has never re- <br />ceived any official invitation from the Bureau ,I <br />of Reclamation to participate in any of the <br />planning stages for the transmission and <br />marketing of power from the Colorado River <br />Storage Project. This silence was somewhat <br />disturbing to us ang aS,a result we paased <br />that resolution in Grand Junction. Immed- <br />iately thereafter the Upper Colorado River <br />Commission, in Cheyenne, Wyoming, adopted a <br />similar resolution. Shortly after that we <br />
