and a half ago which was authorized and has now

"I think it is fair to state that had it
not been for the generous volunteer help of
lawyers, engineers, and others interested in
water, .his Board could never have completed
the s.udies on the filling of Glen Canyon.
As I indicated in Grand Junction, that was
one of the most significant acts of the Board
since I have been a member. That in itself
could not have been done without the many;
many long hours of work by volunteers in addi-
tion to all the help the staff could give them.

I think what Larry was telling us was
that within. the realm of what we have to do
within the hext six or eight months, along with
the problems we already have in the mill, there
is no staff available under any circumstances
that we could help the Ground Water Commission
with, no matter how sympathetic we feel. Is
that it, I..a.rry?"

"I would like to ask a question. Several
years ago, a very capable committee of water
people in Colorado worked on this and came up
with a proposal and that proposal was virtually
thrown in the wastebasket. I would like to ask
if it is the opinion of the various people in-
volved, if the political climate has changed
enough to make any real progress on the matter
now or will we still just get into an endless
hassle?"

"I would like to call on Mr. Cuykendall,
Chairman of the Ground Water Commission, first
to answer that and then may we get into fur-
ther discussion? I know you are familiar
with our manpower problems and yet you have
some great responsibilities of your own to
carry out. Maybe this would be the proper
time to hear from you. If you will just step
over to that microphone please."
