SPARKS: <br /> <br />recall, Mr. Crawford, the previous Director <br />of this Board, told the people in the upper <br />Arkansas Valley that this Board would con- <br />duct an investigation of the relationship <br />'of ground water and surface water in the <br />upper Arkansas Valley and the lower Arkan- <br />sas Valley also. Such research is going to I <br />be an absolute necessity in the near future <br />to the State of Colorado. To accomplish <br />that research, a separate ground water divi- . <br />sion would have to be established in the <br />. Water Conservation Board with competent <br />ground water engineers.' It is not possible <br />for us to accomplish such a task with the <br />few engineers and technical people that we <br />now have. <br /> <br />We therefore feel that it would be <br />advisable to talk the matter over with the <br />interested people in the Legislature. We <br />have Senator Oliver here who has great de- <br />tailed information concerning ground water. <br />We have other interested people in the Legis- <br />lature, and we feel that we should discuss <br />a possible program with them during this <br />forthcoming session with a view of present- <br />ing an integrated program at the next regular <br />session of the Legislature. Now it is going <br />to take a tremendous amount of work to set <br />up this program and we can't accomplish it <br />in less than some six to eight months from <br />now. <br /> <br />All that I can state to the Board is <br />that we should continue this present think- <br />ing and to coordinate with the Legislature <br />and the Ground Water Commission to see if <br />the people of the State of Colorado want a <br />ground water branch of this Board. I am not, <br />and the staff - we are not anxious, as you <br />can understand, to undertake such a step. <br />Nevertheless someone in Colorado is going <br />to have to take it. <br /> <br />That's not a very satisfactory report <br />I realize, but that's all I can tell you at <br />the present time." <br /> <br />"Before we consider it further, will you <br />please tell us what the status of the mem- <br />bers of the staff of the Board is in regard <br />to Civil Service.
