The legislation <br />provided that "notwithstanding any provisions of ~ 37-29-109(1)(a)(l) or 37-60-119, <br />C.R.S., this project is eligible for funding from the Severance Tax Trust Fund Perpetual <br />Base Account." <br /> <br />Because this project was included in the Construction Fund Bill for legislative <br />authorization without prior Board recommendation, the interest rate and collateral were <br />not established or approved by the Board. <br /> <br />DISCUSSION. <br /> <br />At its January 2000 meeting, the Board considered a request for a loan to the District in <br />the amount of $300,000 for the planning and design costs associated with a rural <br />domestic water distribution system. The staff recommended that the project would be <br />worthy of CWCB funding if the CWCB were not statutorily prohibited from recommending <br />loans for domestic water treatment and distribution systems to the legislature. The Board <br />concluded that it agreed with the staff recommendation and took no formal action. <br /> <br />The legislature amended H.B.00-1419 to authorize the loan to the District. <br /> <br />The District intends to borrow the loan funds acting by and through its water activity <br />enterprise, the Vallecito Water Company. The staff seeks approval from the Board <br />regarding the interest rate and collateral for the loan. <br /> <br />Flood Protection. Water Project Planning and Financing.
