BASIS FOR INSTREAM FLOW RECOMMENDATION

. The DOW documented that a natural environment is present in the form of a brook and rainbow trout
fishery. e
. Based on the DOW's biological recommendation, flows of5.25 cfs, summer, and 2.5 cfs, winter, are
necessary to preserve the natural environment to a reasonable degree. However, the winter instream
flow recommendation was reduced to 2 cfs (12/15-4/14) based on water availability analysis. The DOW
believes the lower flow recommendation will sti\l preserve the natural environment.
. CWCB staff has conducted a water availability analysis and determined these amounts are available for
the Board's appropriation.
. CWCB staffhas determined that adequate water supplies exist such that the natural environment may be
preserved without limiting or foreclosing the exercise of valid existing water rights.
