BASIS FOR INSlREAM FLOW RECOMMENDATION

. The DOW documented that a natural environment is present in the form of a brook, cutthroat and brown
trout fishery. . e
. Based on the DOW's biological recommendation, flows of2.75 cfs, summer, and 1.5 cfs, winter, are
necessary to preserve the natural environment to a reasonable degree. However, the winter instream
flow recommendation was reduced to 0.75 cfs (10/1-12114) and 0.5 cfs (12/15-4130) based on the water
availability analysis. The DOW believes the lower flow recommendation will still preserve the natural
environment.

. CWCB staffhas conducted a water availability analysis and determined these amounts are available for
the Board's appropriation.
. CWCB staff has determined that adequate water supplies exist such that the natural environment may be
preserved without limiting or foreclosing the exercise of valid existing water rights.
