BASIS FOR INSTREAM FLOW RECOMMENDATION

.

The BLM documented that a natural environment is present in the form of a cutthroat trout fishery.
Based on the BLM's biological recommendation, flows of 1.5 cfs, summer, and 0.6 cfs, winter, are e
necessary to preserve the natural environment to a reasonable degree. However, the summer and winter
instream flow recommendations were reduced to 1.0 cfs (911-10/14),0.4 (10/15-3/31) and 0.75 (4/1 -
4/30) based on the water availability analysis. The BLM believes the lower flow recommendation will
still preserve the natural environment.
. CWCB staff has conducted a water availability analysis and determined these amounts are available for
the Board's appropriation.

. CWCB staffhas determined that adequate water supplies exist such that the natural environment may be
preserved without limiting or foreclosing the exercise of valid existing water rights.
