legislature's questions that were raised during the .Interim Committee
this SUIDIDer.

I

MR. STAPLETON: All right.

MR. ROBBINS: It would .also re lieve a headache for the Attorney General
who would be called upon to determine whether or not the term "respond"
indicates that the Board may respond directly, which would be in
conflict with the statute Harris mentioned, and we certainly would like
it clarified as much as po~sible since we do recognize the:potential ,of
a conflict there. -

MR. STAPLETON: If we were off the record, I'd say that was completely
irrelevant. Nevertheless, I accept that.

MR. -ROBBINS: Thank you.

MR. STAPLETON: All right. Mr. Jackson?

MR. JACKSON: I think you're right to strike the word "resp,ond"-and
"Assist in formulating a response by the executive branch, · I think to
make it absolutely clear what we're saying, put th~se words in.

One other thing I'm - curious about, Larry, who made the .amendment on:
the floor on the third reading?

MR. SPARKS: Well, I wasn't there. I'm not allowed on the floor .during
session.

. .
MR. JACKSON: Just respectfully submitted, I would like:to know.

MR. SPARKS:. I have not looked at the record to determine that. I
h;eard iIidir.ectly who made it, but since I have not examined the record,
I won't comment.

I

.
MR. STAPLETON: Well, Bob, may I suggest that when you add .ja response
to the executive branch" that may very well get into a donnybrook.about
it. I don't really think it's necessary, and what I want to -do i,s make
the suggested changes as easily and quickly as possible and hope. that
they will accept them for what they are.

MR. JACKSON: In that light, Mr. Chairman, I'd suggest whatever changes
we make we find the person who made. the third reading amendment and
have a chat out in the hallway, where I assume you can s.till walk up
there and see if they wouldn't demur to this change so you don't run
into a problem on getting somebody' s hackles up over there.,

MR. STAPLETON: Mr. Sparks is an excellent politician.

MR. JACKSON: Yes.

MR. STAPLETON: All right. May I4ave a motion in this respect?
MR. JACKSON: So moved.

-35-
