I

MR. FETCHER: Harris, my hangup, and I've expressed thi=s' to you, also,:
is that we have the authorization for this fund but we obviously have
no power to administer it., Yesterday I did have a meeting~iththe
president of the Senate on this :very subject. : I know that although I :
don't wish to quote him directly, he:is in favor of the projects li,ke
everybody else, but it is a question of funds. The:real.mistake is:that
weare sitting on this Board.and have no power to admin~ster:it. .

I think other states have given the power of admiriistering.the~en
million dollar fund, or whatever fund they have, to the equivalent of
this Board. I:wouldlike to relate it now specifically to a project
that I -have.very much at heart, 'and this happens to be the Yamcolo
Project. Today the Yamcolo lost two points in the priority list, so
I see our possibility of getting funding going down the drain.
I . _ _ . .,
. . _ '-J
It's very difficult for the particular project to make any plans
because we simply have to wait from one year to another to know whether
we're going to be funded, so the. thing goes' on and on: and on.. We .never
know whether we're going to have a project. The costs accelerate every
year.

We had a meeting of our Yamcolo group just the other day ; and it was -
generally determined maybe we. shouldn't wait ror the state to act on
this.- Perhaps we should go some other route, which will be more.
expensive and may make the project imposs1ble. '-: "

But
the

.
I'm just pointing out to you the difficulty of trying to plan
line. Then, of~ourse, the delays just go on forever. .

down

MR.. STAPLETON:
order. .1 have
participate at
have to leave.

I would appreciate it if we could take :somethirig out of
been called.by another arm, the Attorney General, to
his pleasant functions in the afternoon, and so r will

-
But I wonder if we, could turn out. of order to the director's report,
and particularly, Larry, I'd like to go into .this proposed piece of
legislation that you and I talked about.'

MR.. SPARKS:.
legislation
Bill 29.
MR.. ROBBINS:

Mr. Chairman, members of the Board, the: particular piece of
that Mr. Stapleton has reference to i-s, I believe,-Senate

That's correct, yes.

I

MR.. SPARKS: Senate Bill 29, which concerns the duties of this Board.
During the last legislative sessi-on, there was a request .that the
Interim Legislative Committee study the :matter of state water policy.
The committee was formed and did have a number of meetings during the
summer and, fall. . ,. '

Apparently there were some people: who :thought chat another super water
agency of some type should be. fortned which would establish water policy.
I think part of the thinking was generated by hope that some. new a?ency
would prohibit transmountain diversion, for one thing. I just don t see

-31-
