others. We don t solicit these projects. They submit applications to
us. Pueblo-is-perfectly free to submit an application to us along with
anyone else. We are not excluding anybody, but unl:ess. they ,make appli-

we can do now. -We don't give preference to any agency. If they submit

dollars or .whatever; or that we think they can take care of their own
nee~s, but 'no one is excluded from the use of this fund.

parochial request. I simply aside from quarreling with how you did
these p~rtic4lar standards, and like John I would like.to know more
about them -~aside from quarreling with how you made a decision between
Dove Creek and Trinchera anct perhaps Pueblo. I think we need to have a
base standa~d of whether we. will consider any proj~ct that is applied.

schedule.

near future. When I appear before those committees, I will advise them
