(TL1) is applying for a $100,000 Small Project Loan to rehabilitate the Tilton <br />Lateral. The estimated total cost of the project is $153,700. Please see the attached project <br />summary and map. <br /> <br />Backoround <br />The TU, located in Mesa County, operates the Tilton Lateral for the benefit of the shareholders by <br />providing direct flow irrigation water to a 177 -acre service area. The Tilton is a lateral off headgate <br />#160 of the GVle Mainline Canal. It is located in Grand Junction. The existing delivery system <br />consists of lined and unlined ditches and some underground pipe segments constructed on an "as <br />needed" basis over the years. Significant annual maintenance is needed to replace collapsed or <br />rusted out sections. The system can now deliver just over half its allocated wafer right. <br /> <br />TLI needs to rehabilitate the lower portion of their lateral. This work needs to be completed in fall <br />2001 to allow the TLI to access NRCS cost share funds for the project. Without the NRCS funding <br />the project is not financially feasible for TLJ shareholders. The Company is eligible for a loan from <br />the Small Project Loan Account, since delaying construction until summer or fall 2002 would result <br />in a hardship on the Borrower. <br /> <br />Feasibilitv Studies <br />Richard Traver, SecretarylTreasurer of TLI has completed the feasibility study using information <br />provided by the Natural Resources Conservation Service (NRCS). The study includes an <br />assessment of alternatives available for rehabilitation ofthe Tilton Lateral. <br /> <br />Tilton Lateral Inc. <br />TLI is a mutual ditch company and a non-profit corporation registered in the State of Colorado. <br />There are 36 shareholders and 230 shares of GVIC stock. (Shareholders are assessed <br />$50/year for the Tilton and pay their own GVIC assessments.) The TLI has the power to set <br />annual assessments to be paid by the shareholders. the power to cut off water deliveries to <br />shareholders that fail to pay their assessments, and the power to acquire and sell the shares of <br />delinquent shareholders. <br /> <br />flood Protection.
