Action: A motion was made by John Redifer and seconded by Eric Wilkinson to approve
staffs recommendations to simplifY, revise, and streamline the "Construction
Fund Guidelines" by making the document more user friendly to applicants; to
more accurately reflect the evolution of the program toward a more broad use of
the nature of the CWCB feasibility study to include financial analysis and
creditworthiness of project sponsors; and to change all references from
"Construction Fund Guidelines" in its financial policies to "Water Project Loan
Program Guidelines". Russell George and Keith Catlin were not present for this
agenda item. The motion was approved unanimously (8-0).

Action: A motion was made by Harold Miskel and seconded by Eric Wilkinson to
approve staff's recommendation to amend this year's Construction Fund Projects
Bill to include the fees and the fund created by the weather modification fund,
and to amend the statute to allow CWCB to have these funds as a continuous
appropriation, so the changes would be incorporated into the bill as it is being
written. The motion was approved unanimously (10-0).
