This ,interim directive 1101 to FSM 2541.21, Claims Under the
Reservation Doctrine, reissues without change the direction
fo~rly in ID 2540-98-1. which has e~pired. In the parent text
of rSM section 2541.21, paragraph l.g., employees are referred to
FSH 2509.17 - Water Information System Handbook, Chapter 30, for
guidance on determinini the amount of instream flow necessary to
achieve channel maintenance objectives. FSH 2509.17 was removed
as of February 20, 1997 (Amendment No. 2509.17-97-1) as a result
of the SO. Directive Reduction'project review.

This interim directive (ID) refers employees to a July 1997 .
publication by the Rocky'Mountain Research Station entitled "An
Approach for Quantifying Channel Maintenance Instream Flows in
Gravel-Bed Stre~n for use in determining the ~urit of instream
flow for channel maintenance purposes. The principles and
approach outlined in this reference document embrace the
principles and approach previously provided informally ~y
Washington Otfice headquarters staff to field units involved in
water rights adjudications.

This ID also adds a new reserved water rights claims category-- J
water needed to mitigate or abate pollution and/or hazardous
materials threatening injury to National Forest System watershed .
