<br />l02 <br /> <br />Director offered the following motion: <br /> <br />"I move that the Vice Chairman appoint a committee of four to <br />initiate and carry on discussions with interested Federal and <br />State interests for the purpose of formulating a policy and rules <br />and regulations respecting recreational facilities made available <br />by reclamation project development. II <br /> <br />The motion was duly seconded and upon vote being taken unani- <br />mously carried and declared passed. <br /> <br />I <br /> <br />Thereupon the Vice Chairman appointed the following members .of the <br />Board authorized by the foregoing motion: <br /> <br />Director Stone, Ed C. Dutcher, J. M. D:ille, George A. Pughe <br /> <br />The Director made a further report concerning the procedure for the <br />submission of project reports by the Bureau of Reclamation on the Gunnison- <br />"rkansas and Blue-South Plat~e Projects. He stated that he had submitted to <br />the Steering Committee the recollUDendations made at the last meeting of the <br />Board and that such recommendations concerning such reports were approved. <br /> <br />There then ensued a further presentation by the Ditrector and Mr. <br />Tipton concerning the San Luis Vall,ey and proposed developments on the Middle <br />Rio Grande. The Director pointed out that efforts had been made by certain <br />local interests in the San Luis Valley to initiate a separate and indepehdent <br />survey by the :/trmy Engineers .in the San Luis Valley contrary to the fact that <br />the San Luis Valley Project had been authorized for construction by the <br />Bureau of Reclamation, and that all studies in connection therewith had been <br />made, and would continue to be carned on by the Bureau of Reclamation; that <br />flood control studies are now being continued by the Bureau of Reclamation <br />with the advice, and in certain instances, participation by the Army Engineers; <br />and that any separate survey by the Army Engineers authorized at this time <br />would result in confusion, delay and perhaps policies inconsistent with the <br />program which had been heretofore. adopted for the San Luis Valley. The Director <br />stated that he had advised against the authorization of such independent surveys <br />by the Army Engineers and was told by officials of the Army Engineers that 8I'CJ <br />such surveys would be contrary to the understanding betweE1I1 the Bureau of <br />Reclamation and the Army Engineers. <br /> <br />Royce J.. Tipton supported the position taken by the Director, and <br />made further explanation of the situation which existed between the San Luis <br />Valley Project and the Middle Rio Grande Project, which had been recently <br />authorized by Congress in confonnity with the agreement between the States of <br />eolorado, New Mexico and Texas, and the Army Engineers and the Bureau of <br />Reclamation. <br /> <br />Thereupon Mr. Dille made .the following motion. <br /> <br />I <br /> <br />I move that the position taken by the Director in connection <br />with a proposed independent flood control survey by the Army <br />Engineers in the San Luis Valley be approved by the Board; and <br />that the Board approve the agreement recently entered into be- <br />tween the States of Colorado, New Mexico and Texas, the Army <br />Engineers and the Bureau of Reclamation, which agreement is . <br />incorporated in the recent authorization of the Middle Rio Grande <br />Project, New Mexico. <br />
