<br />Assuming the ~wCB moneys were to become available, the total <br /> <br />financing package would be: <br /> <br />Participation by UVWUA (50% of project cost) $ <br /> <br />State funds (to be repaid by service charge) <br /> <br />500,000 <br />500,000 <br />$1,000,000 <br /> <br />If the total population of 1,400 present inhabitants were to <br />participate in repaying the project, then each family could be <br />expected to pay about $4 per month for the project for 40 years. <br /> <br />CONCLUSIONS AND RECOMMENDATIONS <br /> <br />A feasibility study is needed to formulate a construction <br /> <br /> <br />proposal and identify repayment Obligations. The Town of Olathe <br /> <br /> <br />has been seeking funding for improvements to its sewer system for <br /> <br /> <br />the past five years. Consequently, the local share of the cost <br /> <br /> <br />of the canal-lining project is probably beyond the capability of <br /> <br /> <br />the community, but would be assumed by the UVWUA using in-kind <br /> <br /> <br />services mentioned before. <br /> <br />From information received from the UVWUA and the u.S. Bureau <br /> <br /> <br />of Reclamation, it appears that the Bureau could undertake the <br /> <br /> <br />lining of the entire East Canal as a Rehabilitation and <br /> <br /> <br />Betterment Project. In this regard, a report is now being <br /> <br /> <br />prepared by the Bureau. Once the report has been finalized and <br /> <br /> <br />approved, then federal moneys would bcome available for the <br /> <br />-3- <br />
