, MORE AGENCIES COOPERATING

e

e

e

Federal agencies involved in the initial consultation
for the proposal were the Bureau of Reclamation
(BOR), National Park Service (NPS) and Bureau
of Land Management (BLM). The Colorado
Water Conservation Board (CWCB) represented
interests of the State of Colorado. The public
asked that the role of various agencies involved in
NEP A compliance be defined (lead vs. cooperating
agencies) and other agencies be involved. Public
involvement opportunities should be explained for
the NEPA, decision-making and contract
development processes.

In response to comments, more agencies are
cooperating in the NEPA analysis. Federal
cooperating agencies now include the Fish and
Wildlife Service (FWS) and Western Area Power
Administration as well as BLM. The interests of
the State of Colorado will be coordinated by the
Colorado Department of Natural Resources on
behalf of the CWCB, Colorado Division of
Wildlife, Colorado Division of Water Resources
and the Attorney General. Cooperators
representing local water users are the Colorado
River Water Conservation District, the Upper
Gunnison River Water Conservancy District, and
the Uncompahgre Valley Water Users Association.

The BOR and NPS will be joint-lead agencies
for NEPA compliance on the contract proposal.
The Project Coordinators are Steve McCall
(BOR) and John Welch (NPS).

SCOPING REPORT AVAILABLE

To assist involved agencies in addressing the
public's input, all of the comments received have
been analyzed, grouped, and summarized under 22
categories of issues and concerns which are
contained in the March 1993 "Scoping Report for.
the Gunnison River Contract."

The report may be reviewed at public libraries in
Delta, Gunnison, Mesa, and Montrose Counties,
Colorado.
