The scoping report, which is now complete, does a good job of adding <br />some substance to the key issues. Copies of the Scoping Report are available to you if you <br />desire one. The task now becomes gathering the data and designing the investigations, <br />studies and reports necessary to fully address the issues. <br /> <br />PURPOSE and NEED STATEMENT <br /> <br />Reclamation and the National Park Service have been jointly working on a revised <br />"Purpose and Need Statement" for the EIS which has not yet been shared with the <br />cooperating agencies. We anticipate that the statement will be shared as work on the 'Task <br />Directive" and various cooperating agency agreements progresses. However, it is uncertain <br />at this time whether or not the cooperating agencies will have any substantial input to the <br />statement. <br /> <br />ASPINALL OPERATIONS MEETING <br /> <br />As part of the process to see how the proposed contract might actually affect Aspinall <br />operations, Reclamation hosts a review of past and proposed operations three times during <br />the year as follows: <br /> <br />1) Mid-January for the coming January-March period; <br />2) Mid-April for the coming April-July period; and <br />3) Mid-August for the coming August-December period. <br /> <br />At the last meeting, operations through July, 1993 were agreed to. Those operations were <br />based on a most probable April-July inflow at Crystal Dam of 1.148 million acre feet. This <br />inflow level will result in an Aspinall fill, projected peak releases of 4000+ cfs from Crystal <br />Dam and projected peak flows of around 16,000 cfs at the Whitewater gage for Endangered <br />Fish research studies. <br /> <br />Conceptually, the Aspinall re-operation theory appears able to address most concerns <br />in this relatively wet year. However, we are really just starting to get a small understanding <br />for how the contract might work and there are still many issues to be resolved. <br /> <br />STAFF RECOMMENDATION <br /> <br />Staff reco=ends continued participation in this cooperative effort. <br /> <br />DRS/gI <br />Attachment <br /> <br />aspcobm2 <br />
