I have come to have the greatest respect for those <br />associated with this Board and elsewhere who truly understand the depth of the <br />complexities of water law and administration. The ability of so many of you who <br />have great comprehension and a global view of Colorado water is truly a remarkable <br />achievement. <br /> <br />Perhaps a lack of that comprehension is one of the major impediments in dealing <br />with Colorado water problems. Regardless of the position taken by those with whom <br />we interface, or those who write about or practice in the arenas of water, a greater <br />depth of knowledge, a more global view, and less narrow focus, would make <br />resolution of may of our water issues far more possible. <br /> <br />The Board staff - they put up with a lot, they work very hard, and do just a first class <br />job. As to the water community who work with us, and help us, and sometimes fight <br />us, there are a lot of wonderful dedicated, thoughtful and intelligent people out <br />there. <br /> <br />Today with Ken Salazar heading Natural Resources, and his appointments of Chuck <br />We and Hal Simpson, and with the staff that they have in place, without question, <br />the future is bright. I particularly thank' Ken for his courage and vision. The <br />coordination of agencies, the future projection and goals, that he is asking of all his <br />departments is bringing a new look and far better things to this State. Governor <br />Romer can be proud of Ken and what is going on, and I complement him for having <br />the faith he has in the process. <br /> <br />And last, but no way least, let me express clearly that the Board you have today is <br />one of the best, if not the best ever. These people work together without political <br />partisan ship of any kind. They are fiercely protective of their particular basin needs, <br />but carefully and continuously evaluate those needs in proper relationship to the <br />overall requirements of the State. The strongly felt, and often divergent views, on <br />the range of environmental action, are argued and presented, but merged into the <br />best program possible for the State. <br /> <br />There could not have been a more personally gratifying experience than to be <br />associated with the people on this Board. While rd like to stay, and continue work <br />on the Board on water issues, it is time to go, and turn my place over to an excellent <br />person, Tommy Thomson. <br /> <br />My thanks to all of you for what has been a great period in my life. <br /> <br />Sa.
