Applicant's claim for nonh'ibutaty surface water without providing evidence to prove such
claim may constitute an expansion of use, which has the potential to injure the North Clear
Creek instream flow water right. The Applicant claims that the AguaPura Spring No. 1
drains into Missouri Creek, while the legal description provided for the spring in the
application indicates that the spring drains into Pine Creek., which could potentially affect
the entire reach of the NOlth Clear Creek lSF right.

Other Objectors
Coors Brewing Company, Charles and Diana Morgan, the City of Central, and the City of
Westminster also filed statements of opposition to this application.
