CDIVI

Memorandum

To: Kelly DiNatale

From: Travis Bogan

Date: June 30, 2005

Subject: CWCB North Fork Gunnison Land Use and Water Demands

This memorandum documents the process and results to date for the analysis of existing and
future land uses and water demands for the North Fork of the Gunnison as part of the in
stream flow analysis.

Delta County, Gunnison County, and Montrose County GIS coverages were used to assist in
developing estimates of developable land, both currently irrigated and non-irrigated.
Population density and land use breakdowns, and parcel sizes were examined. These data
will be used to estimate growth within municipal boundaries and redevelopment or
subdivision of existing parcels. In addition, ranges of land use densities will be used to
estimate potential future water demands.

Data procurement

GIS land use parcel coverages and topographic contours were graciously provided by Delta
County, Gunnison County, and Montrose County. Delta County, Gunnison County, and
Montrose County each use different land use classifications; descriptions are provided in
Table 1. Census Tracts and population data were downloaded from the US Census Bureau's
Topologically Integrated Geographic Encoding and Referencing system (TIGER). The
Irrigated Acres coverage was obtained from the Colorado Decision Support System.

Estimated existing water uses, both decreed and undecreed, in the North Fork of the
Gunnison River basin that are in need of augmentation water were provided by the Colorado
Division of Water Resources. The estimated existing water uses do not include irrigation
rights, only springs and ponds used for domestic, stock and evaporation uses.

GIS Analysis

The eastern portion of the North Fork Water District was divided into 11 subbasins as shown
in Figure 1. The subbasins were further subdivided by county. The Smith Fork subbasin, for
example, spans all three counties and was subdivided into Smith Fork Delta, Smith Fork
Gunnison, and Smith Fork Montrose.

S :\GI S\working\Jinal_ memo\CW CB _ N _Fork0701 05.doc
