<br />suffered considerably from the withholding of <br />funds that were appropriated by the Congress. <br />The Central Arizona Project has $I,200,OOO <br />being held in budgetary reserve for that <br />project at the present time. <br /> <br />I <br /> <br />As I informed the Board members in Decem- <br />ber, we had a rather large delegation from <br />Colorado go back to meet with members of <br />Congress concerning this situation. We had a <br />very fruitful meeting with Senator Allott and <br />his staff. All of the districts in Colorado <br />that were affected by the budgetary reserve <br />were represented at that meeting. Most com- <br />forting was the fact that the members of our <br />legislature are taking a very active interest <br />in this matter. There were about seven or <br />eight members of the legislature who accom- <br />panied the group and made important contribu- <br />tions to the various meetings that we had. <br /> <br />Senator Allott is pushing the matter and <br />he is in a position to do so since he is a <br />member, a very influential member, of the <br />Senate Appropriations Committee. The Senator <br />did have a personal conference with the Presi- <br />dent on this matter. <br /> <br />I <br /> <br />All I can report at this time is that we <br />will not know anything definitive until the <br />President's Budget Message is released. That <br />budget message will not only reflect what will <br />be requested for the coming year but also has <br />a bearing upon what was appropriated this year. <br />in that the Office of Management and Budget <br />stated that they would not release these frozen <br />funds or make any final policy decisions con- <br />cerning the funds for this fiscal year until <br />the President's Budget Message was released. <br />This will be probably early in February. So <br />we won't know until that time what the status <br />of the funds are for this fiscal year as well <br />as the requested funding for next fiscal year. <br /> <br />Concerning the Yampa River which is very <br />
