<br />lakes watershed by either, (a) total contain- <br />ment, (b) advanced waste treatment which will <br />limit the flow weighted inorganic nitrogen, <br />orthophosphate and total pho~phorus concentra- <br />tions of the combined natural and wastewater <br />inflows ~o the lakes of less than 0.30 mgN/I, <br />O.OlO mgP/I and 0.050 mgP/l, respectively, or <br />(c) secbndary waste treatment with discharge to <br />the Colorado River below Lake Granby. <br /> <br />I <br /> <br />4. That the federal agencies immediately <br />implement recommendation number 3 in order to <br />control the contribution to water pollution from <br />their activities or facilities. In conjunction <br />with this,. the federal agencies must cooperate <br />with and assist the local government in the <br />development and implementation of an adequate <br />regional wastewater treatment system. <br /> <br />5. That a comprehensive pian for water <br />pollution control and quality management be <br />developed for the three-lakes watershed. This <br />plan should include a regional wastewater col- <br />lection, treatment and disposal system to be <br />fully implemented no later than 1975. The <br />plan must also provide the controls necessary <br />to insure that future development will not <br />degrade the water quality of the three lakes. <br /> <br />6. That the water quality of the lakes, <br />natural inflow and waste sources be monitored <br />periodically to determine seasonal changes in <br />nutrient loads, and to evaluate the effective- <br />ness of any improvements or additions made to <br />the present wastewater treatment facilities. <br />The National Park Service, the Bureau of <br />Reclamation, and the State of Colorado should <br />make arrangements to accomplish this monitor- <br />ing. I guess we are saying it is their baby <br />because they are the ones that own the wells. I <br />The state has its standards and the National <br />Park Service and the Bureau of Reclamation are <br />responsible for these three lakes. <br /> <br />This is. essentially it in a nutshell.
