<br />On August 27, 1998 we participated in a conference call between the Bureau and the seven Basin <br />States, at which Reclamation proposed to begin anticipatory flood control releases from Lake <br />Mead on September 9,1998. The purpose of the anticipatory flood control release is to avoid <br />having to make flood control releases from Hoover Dam greater than 19,OOOcfs later in the water <br />year (January-February 1999) which would create flooding and public safety concerns in the <br />Yuma Arizona area. The Basin States agreed to Reclamation's proposal with the understanding <br />that Reclamation would further consult with the Basin States after the completion of the <br />anticipatory releases.
