<br />, <br /> <br />e Discussion ofProl!ram Elements and Needs Catel!ories <br />Flood Anticipation, Forecasting and Preparation <br /> <br />Present Action: <br /> <br />The CWCB chairs the 15-member Flood Task Force, The Task Force was created to <br />address the statewide flood threat potential in 1995 when a heavy snowpack and late <br />snowfalls made the threat of snowmelt flooding very high. It has proven to be an <br />extremely effective means for assessing flood threat potential and distributing useful <br />information to flood threatened areas and individuals. The Task Force conducts monthly <br />meetings from May through July, The flood threat information is obtained from federal <br />and state agency experts. In addition, the CWCB has contracted for technical services <br />from Henz Meteorological Services for the preparation of long-range weather forecasts <br />which are no longer provided by the National Weather Service, <br /> <br />The Task Force meeting written summaries, entitled Outlooks, are compiled and <br />presented in hard copy and electronic format on the CWCB Flood Page. <br /> <br />Present Funding: <br /> <br />e <br /> <br />The Board staff has secured limited funding from other CWCB accounts, <br /> <br />ProfJosed Action: <br /> <br />Formal acknowledgement that this is an ongoing staff activity supplemented with annual <br />funding, <br /> <br />ProfJosed Funding: <br /> <br />Establish an annual account within the CWCB's five percent (5%) of the construction <br />fund dedicated to flood projects. Estimated annual budget: $10,000, <br /> <br />Benefits: <br /> <br />· Formalization ofa programmatic approach to providing a concise assessment of flood <br />threat potential. <br /> <br />· Utilization of a federal/state team of experts for developing and providing accurate <br />flood forecast data, <br /> <br />· Improved access to meaningful and useful flood threat and forecast information. <br /> <br />e <br /> <br />· Maintenance of an accurate and functional CWCB Flood Page to inform people <br />before floods occur. <br />
