This program will be developed with <br />guidance and cooperation from OEM and the Colorado Natural Hazards Mitigation <br />Council (CNHMC), Unmet needs to be addressed, based on past experience during <br />major floods in Colorado, include: <br /> <br />Anticipation of general weather conditions which may cause flooding; <br />Forecasting of specific weather events which may cause flooding; <br />Preparation by agencies for potentialflooding, as guided by anticipation andforecasting <br />activities; <br />Aerial photography offlooded areas; <br />Photographic and text documentation offlood events; <br />Mapping of human safety problem areas; <br />Mapping of locations of property and infrastructure damage; <br />Description of unique watershedfeatures of individual floods and watersheds: <br />Consistent preparation of annual flood reports; <br />Development of plans for public involvement in recovery/mitigation planning in affected <br />communities; <br />Coordination of activities of various agencies; <br />identification of specific flood hazard problems in affected communities: <br />Determination of community flood hazard reduction needs; <br />Ranking of community needs; <br />Development of alternative responses to community flood hazard reduction needs: <br />Preparation of recommended flood recovery/mitigation plans for affected cO/ll/llullities; <br /> <br />The Flood Protection staffs five (5) proposed Program Elements are: <br /> <br />· Flood Anticipation, Forecasting and Preparation <br /> <br />· Aerial Photography of Flooded Areas <br /> <br />· Flood Documentation and Identification of Specific Hazards <br /> <br />· Evaluation of CWCB Floodplain and Revisions as Needed <br /> <br />· Development of Disaster Area Recovery/Mitigation Plans <br /> <br />Obiective <br /> <br />Development of a comprehensive, annually funded flood emergency response program, <br />
