<br /> <br />- 2- <br /> <br />Attachments <br />Draft CWCB annual report <br />July 18, 2003 Denver Post Article <br />Year-end reports by operators (to be handed out at our meeting) <br /> <br />Proposed 2003-04 Program <br />We propose the following activities for the Weather Modification Permitting Program in 2003-2004, <br />I. Development/continuation of web based maps and reporting -web based maps and reporting can <br />help address the expanded efforts and interest by water managers and general public for these programs, <br /> <br />2. Submit proposal for USBR Weather Modification Da(nage Funds - This project will further the <br />science of weather modification by linking scientific analysis with an operational program for the winter <br />season, This will be accomplished by using the RAMS Ij10del for evaluation of the 2002-03 season and <br />precipitation forecasting for the 2003-04 season. If the proposal is funded a cooperative agreement <br />between the USBR and CWCB will be developed. The proposal deadline is anticipated to be August <br />2003 and awards would be at the start ofthe federal FY 04-05 in October 2003. <br /> <br />3. Technical papers/abstracts from the Weather Modifi~ation Association Journal to the CWCB. The <br />CWCB has purchased 35 volumes covering 1971-2003 dfthe journal and will make these available as a <br />resource, <br /> <br />... .'",\;. <br /> <br />. <br /> <br /> <br />4. Possible need for Construction Funds for program administration and a state match. <br />A) Weare evaluating the need for an annual request of $10,000 from the CF to become a base <br />budget to operate an enhanced program to inclUde more scientific analysis, evaluation and web . <br />based reporting. In addition, specialized avalal).che forecasting would be required from the <br />Colorado Geological Survey at a cost of $2,000ito further clarify avalanche danger and <br />suspension time periods. . <br />B) Weare also evaluating the need for a one-time ilfant request from the Construction Fund for <br />$20,000 to be used as a state match for the USIlR proposal, Existing program budgets from the <br />Denver Water program may count as match, bl\t we believe there may need to be some state cash <br />match, . <br /> <br />5, North American Interstate Weather Modification C,ouncil membership. Our membership on this <br />council of West em States will help formulate policies, coordinate efforts and collaborate to seek federal <br />funding for science and operational programs in weather modification, There are annual dues are $5,500 <br />and the council meets twice a year, <br /> <br />6. Construction Fund Grant Request for project spou~ors: Project sponsors believe that an assistance <br />program should be available to assist conservancy and;conservation districts to develop cloud seeding <br />programs in drought stricken areas. Weare evaluating the need for a one-time grant request for <br />Construction Funds for $40,000, This would make grants available in amounts of $5,000 per program, <br />The Utah Division of Water Resources has been providing such grants since 1976. <br /> <br />Recommendation <br />We would appreciate your input during the evaluation process, mentioned above, This input could be made at this <br />time or when the Finance Subcommittee meets to discuss speciific proposals in September/ In the meantime, we <br />welComes the opportunity to formulate a FY 03-04 program aM your endorsement of any or all of the six <br />proposed activities for the 2003-2004 program.
