The Greeley and Loveland Irrigation Company has
been under order of the State Engineer to address the problem of an inadequate spillway
onthe lake. This has been an ongoing project since the mid 1990s. Several Hydrology
Studies have been completed over the last few years to attempt to determine the needed
capacity of the spillway. It is anticipated that this decision is near and the Company can
proceed on to the planning and design ofthe spillway.

Greeley and Loveland Irrigation Company has also been pursuing a Federal Grant for the
spillway work. The possibility ofthe Federal grant was via the City of Greeley and their
use of Boyd Lake as a water supply. As late as January of this year, it appeared that the
grant would be received in a decreased amount. We received word just last week that the
grant has been denied, a victim of drastic Federal budget cuts and a shift of money to
defense and security areas.

Given the need for the spillway and the failure ofthe grant application to produce
funding, Greeley and Loveland has decided that it needs to turn its attention to the
spillway design and construction. With the extremely low lake levels, we realize that the
timing is perfect for construction of the low-water outlet, but the Directors have decided
that the spillway issues need to be addressed before the outlet is rebuilt.
