own engineers as does everyone who comes to
us. VIe do not prepare any designs or filings
or anything like that for people. But we are
the only state agency which has all the
water supply records of the state of Colorado.
There is no other place they can be obtained.
So when anybody comes to us for a water sup-
ply study only, at a given point,we furnish
that information. Since we are a tax supported
institution we feel that what information we
have should be made available to any person
who comes t~ us for it. That's been done
throughout the years as far as I know.

There are times when we refuse. There
are people who come to us with strictly specu-
lative private enterprises where we can see
no connection - they are just trying to sell
something - and they want us to work up water
supply studies. \'!e refuse to do that. 1<Ie
have in the past. Some engineer, for instance,
is thinking about some project that he is only
interested in from a speculative viewpoint,
and it's a fine line that we have to draw but
generally we turn them down.

In this particular case, this involved
a facility which this Board has general juris-
diction over, as far as the state is con-
cerned, that is, Green Mountain Reservoir."

MR. STAPLETON:

"Let's recess to meet at 1:30 again. At
1:30 we will reconvene here."

"Gentlemen, we will continue the meeting.
At the noon recess we were on. Item #4 'Request
from Crown-Zellerbach Corporation for Water
from Green Mountain Reservoir'. Just at the
noon hour we were talking about policy in
connection with investigations for private
enterprises who may require work by the Colo-
rado V!ater Conservation Board.

Larry tells me that the particular in-
vestigation that was made on this matter was
made at the request of the Colorado State
University. Is that correct?"

MR. SPARKS:

"That's correct."
