<br />2082 <br /> <br />that's putting a safety factor irt there. <br />That is a relatively small amount of water <br />from Green Mountain Reservoir. It's there <br />every year. It's been my'own view, and does <br />not reflect anybody else's view, that the <br />water in Green Mountain Reservoir should be <br />made the subject of firm contracts - the <br />excess water - with the provision that ade-. <br />quate charge be made for the water which will <br />insure the pay-out of that reservoir and also <br />insure some of the operation and maintenance <br />charges. So I told Crown Zellerbach that we <br />would consider the matter and present to the <br />Board a proposed resolution whereby we would <br />request the Secretary of the Interior to <br />enter into negotiations with Crown Zeller- <br />bach. As I say, we concluded that the amount <br />should not exceed 5,000 acre-feet per year. <br />Until such assurance is made Crown-Zellerbach <br />is in no position to construct a plant - the <br />actual cost of which I have forgotten. John, <br />do you know?" <br /> <br />I <br /> <br />MR. BARNARD, SR.: "In the neighborhood of about $30,000,000 <br />I think." <br /> <br />MR. SPARKS: "About $30,000,000. I think that is cor- <br />rect. The Colorado River District has done <br />considerable work on this project. Mr. <br />Smith worked with the Crown Zellerbach people <br />initially and has continued to work with <br />them. <br /> <br />The project is not only important to the <br />Kremmling area. It is important to the state <br />of Colorado and is a major industry. I think: <br />that n2 effort~ as I stated in my letter to <br />the Board, should be spared in order to at- <br />tract this industry here and to assure that <br />they have an adequate water supply, because <br />the water is there and it can be put under <br />contract to Crown Zellerbach without inter- <br />fering w,ith any individual or entity in the <br />State of Colorado. Of course, an appropriate <br />contract would have to be entered into, one <br />that the Northern Colorado Water Conservancy <br />District would be interested in. But those <br />are matters which will come about when the <br />eventual contract is entered into.
