The CDOW would like to see $3.5 million left in the SCrF <br />O&M account to support an on going species conservation program of $400,000. <br /> <br />The attached spreadsheets provide a summary of selected SCrF financial infonnation. There <br />is no detailed infonnation on totallong-tenn projected State funding needs from the SCrF. <br />However, the spreadsheets do show that the existing SCrF balance is inadequate and that additional <br />funding must be provided this year. <br /> <br />Recommendation <br /> <br />Staff recommends, contingent upon the appropriation of additional funds to the SCrF, that <br />the Board (1) recommend the above expenditures totaling $7,282,813 from the SCTF for FY 06-07 <br />and forward that recommendation to the Executive Director ofDNR, and (2) recommend that DNR <br />continue to provide its UCRIP cost share from the SCrF directly to the Colorado River Water <br />Conservation District for construction of the Elkhead Reservoir enlargement element of the UCRIP- <br />RIPRAP to the extent of Colorado's remaining UCRIP cost share obligation and assure appropriate <br />cost share credit from the UCRIP is received. <br /> <br />Given that the funds in the SCrF Capital Account are now totally obligated, additional <br />funding is required in FY 06-07. Staff recommends that the Board support EDO's efforts to add <br />$12.8 million to the scrF. Additional funding is required in FY 06-07 in order to assure that the <br />two recovery programs achieve sufficient progress and thus continue to provide the "reasonable and <br />prudent alternative" for existing and future water projects. <br /> <br />Staff supports the continued coordination between DNR and the CD OW toward the <br />development of more detailed infonnation on the scrF expenditure history, and the long-tenn <br />SCrF goals and funding needs. <br /> <br />Attachments <br /> <br /> <br />Flood Protection.
