The <br />plan involves using Lake Granby, Adams Tunnel, <br />and other facilities of the Colorado-Big <br />Thompson Project under a carrier contract to <br />get the water through the Continental Divide. <br /> <br />wayne N. Aspinall, Representative of <br />Congress from the Fourth Colorado District, <br />says he has informed Felix L. Sparks, Director <br />of the Colorado Water Conservation Board, that <br />the Board must take a stand on such a project <br />before any determination is made here about <br />using the Adams Tunnel for such a purpose.' <br /> <br />Now we know something about Mr. Elliott. <br />He is a water brokeri he goes out and gets <br />title to water some way or anotheri he got <br />such a title in the Eagle River areai and he <br />has been able to sell that to water users. <br />That is what he is trying to do with our Yampa <br />water. If this Board gives a firm commitment <br />to Juniper, that is the thing that will shut <br />Mr. Elliott off and will shut him up. He can <br />go to the courts, he has gone to the courts <br />before and he has gotten the green light from <br />them, and I have no doubt but what he can do <br />that again. I have no doubt but what they <br />need water in northeastern Colorado. They <br />need water every place and I have no doubt <br />but what they have a very great need. But <br />those people who live in the Yampa River area, <br />it seems to me, ought to come ahead of a com- <br />mitment of water out of the basin. I think <br />that is something this Board ought to take <br />very much into consideration. <br /> <br />I <br /> <br />We know that the western slope has four <br />general river basins, the San Juan, the Gunni- <br />son, the Colorado River main stem, and the <br />Yampa-vfuite River drainage area. Work has <br />been proceeding in all of these basins except <br />the Yampa-White. We have plans but that's all <br />we have. The Reclamation Bureau has not spent <br />a thin dime outside of surveys in our area. <br />We know that Colorado has a tremendous burden <br />
