Interior officials regarding his scheme. The
plan involves using Lake Granby, Adams Tunnel,
and other facilities of the Colorado-Big
Thompson Project under a carrier contract to
get the water through the Continental Divide.

wayne N. Aspinall, Representative of
Congress from the Fourth Colorado District,
says he has informed Felix L. Sparks, Director
of the Colorado Water Conservation Board, that
the Board must take a stand on such a project
before any determination is made here about
using the Adams Tunnel for such a purpose.'

Now we know something about Mr. Elliott.
He is a water brokeri he goes out and gets
title to water some way or anotheri he got
such a title in the Eagle River areai and he
has been able to sell that to water users.
That is what he is trying to do with our Yampa
water. If this Board gives a firm commitment
to Juniper, that is the thing that will shut
Mr. Elliott off and will shut him up. He can
go to the courts, he has gone to the courts
before and he has gotten the green light from
them, and I have no doubt but what he can do
that again. I have no doubt but what they
need water in northeastern Colorado. They
need water every place and I have no doubt
but what they have a very great need. But
those people who live in the Yampa River area,
it seems to me, ought to come ahead of a com-
mitment of water out of the basin. I think
that is something this Board ought to take
very much into consideration.

We know that the western slope has four
general river basins, the San Juan, the Gunni-
son, the Colorado River main stem, and the
Yampa-vfuite River drainage area. Work has
been proceeding in all of these basins except
the Yampa-White. We have plans but that's all
we have. The Reclamation Bureau has not spent
a thin dime outside of surveys in our area.
