SPARKS: <br /> <br />this act that the Upper Basin Fund be made <br />whole to the extent not only of the monies <br />actually diverted, but also to the extent of <br />the interest which is being charged against <br />us because of this diversion, and to the full <br />extent of power which will be delivered from <br />the Upper Basin projects, either firm energy <br />or secondary energy. It was not the intent <br />of the filling criteria to reimburse us for <br />this energy that is being diverted from the <br />powerplants in the Upper Basin, and that <br />energy is money, no matter how you look at <br />it, it's money to the Upper Basin Fund. <br /> <br />We think that now is the time to move <br />in Congress while the other projects are <br />pending in connection with Lower Basin <br />development. This, in our opinion, would <br />not hurt anyone, except that it would enrich <br />the Federal Treasury to the extent of $500,000 <br />a year that is now being expended on a non- <br />reimbursable basis. So how anyone can object <br />to it legitimately we are unable to determine, <br />and we strongly recommend that the Board <br />adopt, in principle, the provisions of this <br />proposed act with a request to our Con7 <br />gressional delegation that it be introduced <br />into the Congress and enactment of it be <br />sought. " <br /> <br />"Is this same action being sought in other <br />Upper Basin states?" <br /> <br />"This same action will be brought before <br />the Upper Colorado River Commission at a <br />special meeting to be held here in Denver <br />next vlednesday." <br /> <br />"You do have a legal committee on the <br />Upper Colorado River commission and they have <br />not considered this as yet?" <br /> <br />"vle have not considered the bill itself. <br />The Legal Committee recommended such action <br />at the last meeting of the Upper Colorado <br />River Commission and was directed to prepare <br />the implementation of the recommendation." <br />
