The project is important to the citizens of
Durango and progress on this project is necessary to assure a firm domestic water supply for the
community.

The Draft Biological Opinion has been useful to us in describing the objectives of the Fish and
Wildlife Service and the procedure and strategies to recover the endangered species.

We raise the following questions, so that we may be clear about City of Durango participation in
the effort.

.

1. On page 2, the last sentence of the first paragraph, does this mean that if the Animas La Plata
Project submits a request for depletions above the 57,100 acre-foot depletion for which a
biological opinion has been issued, depletions by the City of Durango of up to 1409 acre-feet
will be included in the baseline of depletions previously approved? Or does the last sentence
of paragraph one of page 2 mean that if consultation is reinitiated on the 57,100 acre-feet that
the 1409 acre-feet will be included in the baseline of depletions previously approved?

GA TEWA24.00c

"J
