Klasse <br /> <br />22 <br /> <br />Cumulative effects include the effects of future State. local or private <br />actions that are reasonably certain to occur in the action area considered in <br />this biological opinion. Future Federal actions that are unrelated to the <br />proposed action are not considered in this section because they require <br />separate consultation pursuant to section 7 of the Endangered Species Act. <br />The Service is not aware of any future State. local. or private projects. that <br />would not require a Federal action. that may affect Colorado squawfish or <br />razorback sucker. <br /> <br />REASONABLE AND PRUDENT ALTERNATIVES <br /> <br />The Service believes. based on the analysis of the hydrological and biological <br />information. that implementation of the following measures in conjunction with <br />the Project will offset jeopardy to the continued existence of the Colorado <br />squawfish and razorback sucker and adverse modification of critical habitat. <br /> <br />1. The City of Durango shall make a payment in the amount of S50.000 to the <br />Fish and Wildlife Foundation to fund the construction. lining. maintenance. <br />and operation of one pond to be used for raising endangered fish for stocking <br />in the San Juan River. The payment shall be made prior to project <br />construction in order to allow completion of pond work prior to project <br />impacts to critical habitat. <br /> <br />2. The City of Durango shall stipulate that the S50.000 payment shall be used, <br />by the San Juan Recovery Implementation Program to: (1) perform all work <br />required to make the pond operable including grading and installation of a <br />synthetic liner. pumps. and drainage works: (2) perform all pond maintenance <br />including liner repair. weed control. and cleaning: (3) perform all operation <br />for growing fish including feeding. keeping records of growth statistics and <br />mortality. disease control. and pond fertilization; and (4) maintain and <br />operate the pond for the life of the San Juan Recovery Implementation Program. <br />The San Juan Recovery Implementation PrOgram will be responsible for costs <br />exceeding S50.000. <br /> <br />3.
