Applicants seek absolute <br />rights of exchange from the High Line Canal headgate to Pueblo Reservoir and from Pueblo <br />Reservoir to Twin Lakes Reservoir. Applicants also seek conditional rights of exchange trom the <br />High Line Canal headgate to various locations, including Turquoise Reservoir and Twin Lakes <br />Reservoir.
