<br />e <br /> <br />e <br /> <br />e <br /> <br />The Division and the CWCB staff conducted a public meeting in Evergreen where the proposed <br />instream flow recommendations were presented in a public forum. Approximately 25 people were <br />in attendance at this public meeting. Public comments were received both in support of the <br />proposed recommendations and in opposition to some of the instream flow segments. In addition <br />to this public meeting, the Division and the CWCB participated in several meetings with Bear <br />Creek water users where specific concerns were discussed. As a result of these meetings several <br />of the instream flow segments were modified in order to address water user concerns. <br /> <br />RECOMMENDA nON CLARIFICA nONS <br /> <br />The CWCB approved a portion of the instream flow recommendations that were presented in the <br />final notice at the September 13 - 14 meeting. The streams that were not acted on were several of <br />the small tributary streams. The Board did not feel that they had sufficient information to act on <br />the following stream segments: <br />Lost Creek <br />Indian Creek <br />Corral Creek <br />Yankee Creek <br />Cub Creek <br />Blue Creek <br />Troublesome Creek <br />North Turkey Creek <br />Turkey Creek <br /> <br />In addition to the above streams, the Board elected to postpone final action on one segment of <br />Bear Creek which passes through the Denver metro area. They instructed the staff to continue to <br />work on the concerns that were raised by the Denver Water Department. To the extent that <br />Denver's concerns relate to biological and technical issues, the Division will assist the CWCB staff <br />in these efforts. <br /> <br />In an effort to provide the Board with additional information regarding the above streams, the <br />following narratives for each stream segment are provided for the Board's consideration at the <br />next meeting. <br /> <br />LOST CREEK <br /> <br />Lost Creek is a headwaters stream that originates on the flanks of Mount Evans at an elevation of <br />nearly 11000 feet. It flows in a northeasterly direction for 4.4 miles through national forest land <br />and DOW land. Cross section measurements and electrofishing were done on 10/4/88 at the <br />lower end of the segment. The fishery consists ofa naturally reproducing (wild) brook trout <br />population. The flow recommendations were based on the standard application of the three <br />hydraulic criteria with all three criteria being met for the summer time period and two criteria <br />being met for the winter period. The flow recommendation is 1.5 cfs April through October 15 <br />and 0.5 cfs for the remainder of the year; these flows are needed to protect the wild brook trout of <br />
