<br />, <br /> <br />e <br /> <br />OWENS CREEK RESERVOIR ON BUZZARD CREEK <br /> <br />PROJECT RE-EVALUATION <br /> <br />In the interest of water project development and resource <br />management reflecting present standards and chang ing demands, this <br />request is made by Battlement Mesa Water Conservancy District, West <br />Divide Water Conservancy District and the Ute Water Conservancy <br />District. <br /> <br />PURPOSE: To determine the quantity and reliability of water storage <br />for multiple beneficial application. <br /> <br />I. Reserve domestic supplies <br />2. Supplemental irrigation supplies <br />3. New recreational opportunities and possible fish <br />and wildlife benefits including endangered fish species <br /> <br />SCOPE OF WORK - PHASE I <br /> <br /> l. <br /> 2. <br />e 3. <br />4. <br /> 5. <br /> 6. <br /> 7. <br /> <br />Compile all previous stream flow records from 1929 <br />to date, correlating the periods for which no historical <br />records exist and determine storable inflow. <br />Determine inflow potential in accordance with the criteria <br />established by the Office of the State Engineer. <br />Determine the "hazard" or "dam" classificaticn. <br />Conduct a limited redesign of the dam and spillway <br />necessary to meet the findings of I, 2 and 3 above. <br />Formulate alternative configurations and development <br />plans for a rolled earth dam and for a roller compacted <br />concrete dam and establish cost estimates for each. <br />Evaluate the means and impacts of project water <br />diversions to the West Divide Creek Basin. <br />Summarize the study results at an appraisal level <br />and make recommendations concerning project <br />implementation. <br /> <br />SCOPE OF ~ORK - PHASE II <br /> <br />e <br /> <br />I. Formulate alternative prcject configurations/development <br />plans. <br />2. Conduct a "fatal flaw" environmental analysis. <br />3. Perform financial analysis of each alternative. <br />4. Summarize the study results at an appraisal level <br />and make recommendations concerning project implementation. <br />
