It will be the intent of this letter to clarify the objectives <br />presently being pursued and the roll that each party plays in the <br />process. <br /> <br />By way of introduction, I am serving as coordinator of the <br />committee consisting of representation from Battlement Mesa water. <br />Conservancy District (holder of the conditional water storage decr~e) <br />West Divide Water Conservancy District, Ute Water Conservancy Distric <br />and, at least for the present, representation from the CWCB, Grand <br />Junction office. I would like to express, at this time, that the <br />committee is extremely appreciative of the technical and cooperative <br />contributions provided by Demmus Harvey and Roger Skiles and we would <br />hope that, with your permission, this relationship may continue. <br /> <br />Obviously, as holder of the decree, Battlement Mesa would like to <br />see the reservoir become a reality. However, they recognize that the <br />passage of time has resulted in changing needs and changing benefits, <br />thus, the invitation to both West Divide and Ute to join them in this <br />re-evaluation. West Divide's interests include the possibili ty of <br />transporting some of the water into the West Divide Creek basin and/or <br />enhancement of opportunities or justification for constructing <br />projects within the West Divide basin. Ute, as the purveyor of <br />domestic water for the largest population concentration in Western <br />Colorado, is interested in ~he project for the municipal reserves it <br />could provide. This is not intended to indicate the limits of <br />interest, but the beginning. All of these conservancy districts are <br />collectively interested in any water development project of the lower <br />reaches of the Colorado River system within the state which have <br /> <br />e <br />
