Paradox Valley WCD - deferment of payment

The Paradox Valley Water Conservancy District (PVWCD) requested a second
year's payment deferral at the May meeting in Greeley, which I had recommended.
After discussion, tl1e Board moved to have tl1e staff negotiate an appropriate reduced
payment frorn the PVWCD. Frank Akers wrote to Dale Phippeny, president of the
PVWCD, and asked him to submit one half of the annual payment or to advise us
if he could not afford that amount. Dale called us later on and explained tl1at they
really could not afford any payment tl1is year and he was told that the staff did not
have the authority to forgive tl1e entire payment. Dale then requested to appear at
the Septernber, 1991, meeting to plead his case to the Board.
